How to get people not to stop playing and let time run out

I have face offed with the same guy twice (Perebor40). Once he realizes he/she is beat, usually after a few moves he/she stops playing and lets the time run out. Since no pieces are lost on either side no points are awarded. How can we fix this problem? Tired of people not taking their beating. When I am getting over-matched I finish the beat down or I resign.
what's interesting is that stockfish prefers perebor40's position in both the games you've played. perhaps he was just giving you a break?

However i do think that points should be awarded if no pieces are traded. wasn't even aware that was a thing.
@coolplant: There isn't such a thing, so there's nothing wrong with your awareness :)

@Deboisky: As schachfl said, the games against that player were unrated. It wouldn't have mattered what happened in the game, no rating points would have traded hands.

Er, not sure why I read an 'l' in your name, coolpant :)
If lichess ever implements an award system (as suggested somewhere else) I hope a special Time Douche Award is created for this kind of people.
I'd like for something to be done about such people (I'm looking at you, Thor401025) but ornicar's canned response to this is "don't play long games with strangers."

I'm sorry, ignoring the problem does not make it go away. You have to foster a community for people who like playing slow chess, not outright alienate them and make it a blitz playground.
It's not alienating them. What I've found to work is join a team who are pro long games, then play long games exclusively with members of that team. If they act discourteously, they will be shunned or blocked due to it.

What do you suggest otherwise? An unlimited time control is just that, unlimited. To limit potential thinking time in an unlimited game setting would be precocious of any administrator or moderator.
We're not asking about unlimited games at all here, Cynosure. We're asking about long, timed games that sometimes aren't even that long (30+30).

We have, however, established groups for long games, including The Classics.
I want to say the solution should be relatively simple to this sort of behavior. If someone leaves the table for more than some reasonable amount of time, then there should be way to flag a win.

In fact, I remember that I used to get an autoflag when people would disconnect from a game asking if you wanted to claim a victory or draw or just wait. I have not seen that flag for many months. Are people just finding a way around this autoflag, or was it removed? I just don't think it's fair that if someone leaves the table (valid reason or not) in the middle of a game and doesn't return, that you should have to sit around and wait for 15-20 minutes just to get their win.

So I think there should be a way to flag the game as a win or draw if someone leaves the table for a certain percentage of the time control. Is that something that can happen?
