Fair Play Violators get to keep playing?

I was recently returned rating points from a violator of the Fair Play policy, so I found the violator just to discover that they were in a live game.

I was curious how many violations to players get or do they just get to always play, but the rating points are returned?

Go back and check the game - they are probably playing against other violators. I think that is what happens.

Exactly, they only play themselves and their ratings are frozen. No arenas, no simuls and no swiss as well.

Challenges to unrated games with normal accounts are still possible though.
