Can someone explain how is this game drawn?

Can someone please explain why and how is this game drawn? XD I mean its not like im complaining cuz theoretcally it is a drawn game but i (white pieces) had 17 sec left, and my oponent had timed out. It was his time to move and when he timed out the game said that its a draw but it should have been my victory cuz he had a move that does not draw the game yet he had lost his time... I guess is some kind of system error or a bug answers please??? XD

Theoretically is not a draw(blkack wins), my friend Stockfish has just told me but still i have the same question? :)

White has no checkmate potential, but black timed out. This is why the game is a draw.

If there is no possible sequence of legal moves that could lead to you checkmating black, then it's a draw if black times out.

Oh, this has never happened to me and i didnt even knew that this was a rule, thanks alot for the answer. :)
